Are a BBMP khata certificate and a khata extract the same document?
Direct answer: No. In BBMP revenue practice, the Khata Certificate certifies that a property stands assessed in a specific person's name, while the Khata Extract details measurements, property type, annual rateable value, and tax assessment. On the modern e-Aasthi portal, both are unified into a single digital e-Khata bearing a unique PID.

What are the key takeaways?
- The BBMP revenue FAQ treated the certificate and the extract as two issuances, with two fees.
- e-Khata on e-Aasthi folds those particulars into one digital record, with a property ID.
- An e-Khata is not proof that the building is approved. B-register properties were digitised too.
- The khata names who must pay property tax. It is not the sale deed.
What did BBMP say the two papers were?
BBMP's revenue FAQ, still the plainest official description, says a khata exists when a property is entered in the register of a municipality or corporation, assessed to tax, given a municipal number, and tied to the person primarily liable to pay that tax. Section 114 of the Karnataka Municipal Corporations Act, 1976 makes a transfer of that entry mandatory when the property changes hands by a registered sale or by succession. The same FAQ then answers a separate question: where do you get a khata certificate and a khata extract? It lists them as two documents, from the Assistant Revenue Officer or a citizen service centre, and it published two different fees. They were never the same printout.
In practice the certificate was the shorter statement that a named person stood on the register for that property. The extract was the longer pull from the assessment register: measurements, built-up area, how the property was used, and the tax particulars. Banks and buyers asked for the extract because the certificate did not describe the building. Utility offices often asked for the certificate because they wanted the name. If a seller hands you only one of them, ask which one it is before you treat the file as complete.
| Revenue Parameter | BBMP Khata Certificate (Legacy) | BBMP Khata Extract (Legacy) | Digital e-Khata (e-Aasthi 2.0) |
|---|---|---|---|
| Core Function | Certifies that a named owner stands registered in the municipal property tax assessment register. | Provides detailed line-item extract of property dimensions, assessment value, and municipal tax dues. | Unifies certificate and extract data into a single, tamper-proof digital property record under e-Aasthi. |
| Data Displayed | Property owner name, property assessment number, ward number, and location address. | Plot/built-up area, residential or commercial classification, Annual Rateable Value (ARV), and tax payable. | 24-digit GIS property PID, geo-coordinates, owner Aadhaar authentication, deed details, and layout sanction. |
| Kaveri 2.0 Integration | Previously submitted alongside the extract during physical deed registration. | Previously used by sub-registrars for stamp duty calculation and guideline value verification. | Mandatory digital integration; physical legacy certificates are no longer accepted for new sale registrations. |
| Document Format | Physical printed certificate issued on BBMP official paper with revenue officer seal. | Physical printed ledger sheet detailing property register entries. | Digitally signed, downloadable PDF document secured with cryptographic verification and QR code. |
| A-Khata vs B-Register | Issued for compliant A-register properties and unapproved B-register entries. | Issued across both registers to establish municipal tax assessment computation. | Portal explicitly distinguishes between Final Verified A-Register e-Khata and Draft B-Register entries. |
What did e-Khata change?
The city has since moved the register onto e-Aasthi. GBA's e-Aasthi 2.0 is the portal this site already uses for a search by PID. An Assistant Revenue Officer explained the shift to Citizen Matters: the e-Khata combines what used to sit in the certificate and the extract, and adds a photograph, a location and a property ID. You should not expect the old two-slip ritual at the ARO counter for a routine download.
A second change matters more. The Indian Express reported the revenue administration's position that draft e-Khatas were released for properties in both the A register and the B register. The B register is how the corporation has recorded tax on many properties that do not have a regular approval. An e-Khata download does not promote a B-register property into an approved building, and it does not create an occupancy certificate. Read the register. Our guide link on the khata types is the longer version: the acre&key note on A-khata, B-khata and e-khata.
What should you match before you rely on it?
- The owner's name against the sale deed and the Aadhaar the portal used for eKYC.
- The PID or e-property ID against the tax receipt and the BESCOM account.
- The extent against the deed. A mismatch is a reason to stop, not a reason to average the two numbers.
- Whether the supporting papers are the regular-register documents. The portal asks for documents to prove an A-khata when you move a draft to a final e-Khata.
- After you buy, the mutation. How khata transfer works once the deed is registered.
Panchayat properties are not on this BBMP register at all. Those records are Form 9, Form 11A or Form 11B on e-Swathu. How to tell which office holds the file is the right first question on the eastern edge, and in Electronic City it is also the right question, because the industrial township issues its own khata. See e-Khata in Electronic City Phase 1.
Frequently asked questions
Can I use a khata extract instead of a certificate?
They were different extracts of the same register. The extract carried measurements and use. The certificate carried the name. For a current city property, ask for the final e-Khata and read every field.
Does an e-Khata mean the flat is approved?
No. e-Khatas were generated for B-register properties as well. Approval sits in the sanctioned plan and the occupancy certificate.
Is the khata the same as the sale deed?
No. The deed transfers title. The khata says who the corporation will bill for property tax. You want both, in the same name.
What were the old fees?
The BBMP revenue FAQ published a small fee for the certificate and a higher one for the extract. Those are counter-era numbers. Pay what e-Aasthi shows now.
