East Bengaluru buyer answers

How do you get the khata transferred (mutation) after buying a flat?

Direct answer: Khata transfer after purchase means getting the city or panchayat record changed to your name. Inside GBA, it runs on e-Aasthi 2.0, which is linked to Kaveri registration. In panchayat areas, it's done on e-Swathu through the gram panchayat. Budget a mutation charge of 2% of the stamp duty you paid, minimum ₹500.

Verify with your lawyer: Mutation and khata issues can affect title and resale. This page is general information. Ask a property lawyer if your record doesn't change or shows a mismatch.

Key takeaways

  • Registration and mutation are separate. Your sale deed makes you the owner; mutation updates the khata and tax record.
  • Inside GBA, e-Aasthi 2.0 (live since 21 Sep 2026) links Kaveri to mutation and offers a final e-Khata with mutation.
  • The charge is 2% of the stamp duty, minimum ₹500, per the city's khata fee schedule.
  • Bulk khatas for apartment buildings weren't live yet at launch; new flats may wait.

Why does mutation matter?

Your registered sale deed transfers ownership. The khata is the city's or panchayat's record of who owns and pays tax on the property. Until it's in your name, tax demands, utility changes and your own future sale can get stuck. Since 30 Sep 2024, registration needs an e-Khata from e-Aasthi in the city or e-Swathu in panchayat areas (The Hindu, news), so a clean khata in your name is what lets you sell later.

How does it work inside GBA?

GBA's e-Aasthi 2.0 went live on 21 Sep 2026 at gbaeaasthi.karnataka.gov.in. From launch, it offers conversion of draft to final e-Khata, a final e-Khata issued with mutation, Kaveri-mutation integration, online tracking and B-to-A conversion. New khata registration, bulk khatas for apartments and multi-storey buildings, corrections and bifurcation were due "in the coming days" (GBA press release, 17 Sep 2026; The Hindu, news). At launch, the minister said about 11 lakh of the city's 35 lakh-plus properties had a final e-Khata (The Hindu, news).

Steps for a resale flat:

  1. Before you buy, check the seller's e-Khata is final, in their name, and matches the deed. The registration needs it. Whether the flat sits under the city corporation or a gram panchayat decides which record you are looking at.
  2. Register on Kaveri. See how to register a flat on Kaveri 2.0.
  3. On e-Aasthi 2.0, apply for the final e-Khata with mutation, or follow the Kaveri-linked mutation if it's offered for your deed.
  4. Pay the mutation charge and track the application online.
  5. Once done, download the e-Khata in your name and check the next tax demand is too. See when property tax starts on a new flat in Bengaluru.

For a new flat from a builder: the building may need its apartment khatas created first. That bulk service wasn't live at launch, so ask the builder or association when the khatas will be issued, and keep your deed and payment proofs ready.

How does it work in a panchayat area?

The gram panchayat updates the record on e-Swathu. The public status page for a property ID shows mutation and correction history (e-Swathu property status). Apply at the panchayat with your registered deed, and check the status page until the owner name changes. Form 9 and Form 11 are the panchayat records that update.

What does it cost?

The city's khata fee schedule sets administrative charges for mutation at 2% of the stamp duty on the registered document, minimum ₹500 (BBMP Revenue Department, khata service fee details; the page timed out from our machine on 19 Oct 2026, so confirm the current figure on e-Aasthi before paying).

Worked example 1: resale flat

Illustrative. A ₹90 lakh resale flat pays 5% stamp duty, ₹4,50,000. Mutation charge: 2% × ₹4,50,000 = ₹9,000.

Worked example 2: smaller first sale

Illustrative. A ₹40 lakh new flat on first sale pays 3% stamp duty, ₹1,20,000. Mutation charge: 2% × ₹1,20,000 = ₹2,400.

Worked example 3: where the minimum applies

If 2% of the stamp duty comes to less than ₹500, say on a deed with ₹20,000 duty (2% is ₹400), you pay the ₹500 minimum.

Stamp duty paid 2% You pay
₹4,50,000 ₹9,000 ₹9,000
₹1,20,000 ₹2,400 ₹2,400
₹20,000 ₹400 ₹500

Check your stamp duty with the stamp duty calculator. The other buying costs are in what you pay beyond the base price.

How long does it take?

We don't have an official service time for e-Aasthi 2.0 mutation. News reports from 2025 described Aadhaar-based automatic mutation being approved after a 7-day objection window if nobody objects (The Hindu, news). Treat that as the fastest case. Track yours online and follow up if it stalls.

The deed, data, demand test (our framework)

  1. Deed. Your registered sale deed, with the property ID and description matching the seller's e-Khata.
  2. Data. The e-Khata or e-Swathu record now shows your name, the same area and the same property ID.
  3. Demand. The next property tax demand comes in your name, and you pay it.

All three in place means the transfer is done. One missing means it isn't, whatever the receipt says.

Frequently asked questions

Is khata transfer automatic after registration?

Not always. e-Aasthi 2.0 links Kaveri registration to mutation, and news reports describe automatic approval after a 7-day objection window in clean cases. But you should still check the record has changed, and apply if it hasn't. In panchayat areas, apply at the gram panchayat.

What is the fee for khata transfer in Bengaluru?

The city's khata fee schedule sets mutation charges at 2% of the stamp duty on the registered deed, minimum ₹500. On a ₹90 lakh resale flat with ₹4.5 lakh stamp duty, that's ₹9,000. Confirm the current figure on e-Aasthi before you pay.

How long does khata transfer take?

There's no official service time we could confirm for e-Aasthi 2.0. News reports describe automatic mutation after a 7-day objection window in undisputed cases. Others take longer, especially where documents don't match. Track the application online and follow up.

Do new flats get an individual khata straight away?

Not necessarily. Bulk khata processing for apartments and multi-storey buildings wasn't live when e-Aasthi 2.0 launched in September 2026. Ask the builder or association when the flats' khatas will be issued, and keep your deed and receipts ready.

Where do I apply for khata transfer in a panchayat area?

At the gram panchayat, which updates the record on e-Swathu. The public property status page shows mutation history for a property ID, so you can check when the owner name changes to yours.

What happens if I don't transfer the khata?

The record stays in the seller's name. Tax demands, utility name changes and a future sale can get stuck, since registration needs an e-Khata. Apply as soon as your deed is registered.
