Form 11A vs Form 11B in panchayat areas: what's the difference?
Direct answer: Form 11A vs 11B comes down to legality. Form 11A is the gram panchayat's e-Swathu record for regular, authorised property. Form 11B records property the panchayat taxes under section 199C: unconverted land, unapproved layouts or buildings without approvals. The law says paying 11B tax gives no regularisation, title, ownership or legal status.
Disclosure: acre&key’s advice is free to buyers.
Verify with your lawyer: This is general information, not legal advice. Panchayat property rules changed several times in 2025 and 2026, so ask a property lawyer to check the records and title before you pay or register.
Key takeaways
- 11A = regular property. It sits alongside Form 9, which needs converted land with an approved layout, a government housing site or a certified gramathana site.
- 11B = taxed, not approved. Section 199C taxes pre-7 April 2025 unauthorised property at double tax in year one and records it in a separate register.
- No new 11B-type property after 7 April 2025. Section 199B bars new khatas for sites without an approved layout.
- 11B to 11A conversion has been enabled on e-Swathu for eligible cases, but it isn't automatic.
- Buying an 11B property means buying its approval problems too.
What do Form 11A and Form 11B mean?
Gram panchayats keep property on a demand, collection and balance register. That's Form 11, under rule 30 of the 2006 Budgeting and Accounting Rules. Form 9 is the stricter record, issued only to sites on converted land with approved plans, government housing scheme sites and Tahsildar-certified gramathana sites (e-Swathu FAQ).
The 2025 law split Form 11 in two. The Karnataka Gram Swaraj and Panchayat Raj (Amendment) Act, 2025 (Karnataka Act 27 of 2025) added section 199C from 7 April 2025, according to the Statement of Objects and Reasons of a later Assembly bill (Karnataka Legislative Assembly). e-Swathu 2.0, launched in December 2025, issues the two records as Forms 11A and 11B (The New Indian Express, 2 Dec 2025, news).
| Form 9 / 11A | Form 11B | |
|---|---|---|
| Covers | Regular property: converted land with approved layout, gramathana, government housing | Pre-7 April 2025 property in unapproved layouts, on unconverted land, or built without approvals or an OC |
| Legal basis | e-Swathu FAQ (rules 28 and 30) | Section 199C, KGSPR Act |
| Tax | Normal property tax | Double in year one, normal after; separate register |
| Gives title or approval? | Records a regular property; title still needs a lawyer | No. "Does not confer any right to regularize violation made, or title, ownership or legal status" |
| New entries after 7 April 2025 | Yes, if the layout is approved (s.199B) | No |
| BSK printing fee | ₹100 | ₹50 |
| Appeals | 1st appeal if the GP rejects or sits on it 30+ days; 2nd if the EO rejects or sits on it 45+ days | Same |
Fees and appeal timelines are from the Bapuji Seva Kendra service page. The section 199C wording is from the Act (s.199C text, read from the government's scanned gazette). The bill text is in the LA Bill 18 of 2025.
Can a Form 11B property become 11A?
Sometimes, for eligible cases. In April 2026 the RDPR minister listed "conversion of Form 11B accounts to Form 11A at the Gram Panchayat level" among e-Swathu 2.0 upgrades. He also said 76,093 Form 11B applications had been received (The Hindu, 13 Apr 2026, news). The eligibility rules for conversion aren't spelt out in that report. Expect to need the land conversion and layout approval that the plot lacked; our land conversion guide covers the first.
A further rules amendment notified on 8 Oct 2026 reportedly opens a Form 11B route for pre-7 April 2025 sites missed in the panchayat survey. We haven't read that Kannada gazette ourselves, so check with the panchayat before relying on it.
Worked example 1: the 11B tax bill
Illustrative. A plot in an unapproved layout would normally attract ₹3,000 a year in property tax.
| Year | Working | Tax |
|---|---|---|
| Year 1 | ₹3,000 × 2 (s.199C) | ₹6,000 |
| Year 2 | Normal rate | ₹3,000 |
| Years 1–5 total | ₹6,000 + 4 × ₹3,000 | ₹18,000 |
The tax is the cheap part. The plot stays unauthorised whatever you pay.
Worked example 2: appeal dates if the panchayat sits on it
Illustrative. You apply for Form 11A on 2 Nov 2026 and hear nothing.
| Step | Rule (BSK page) | Date |
|---|---|---|
| Application | 2 Nov 2026 | |
| First appeal possible | GP pending over 30 days | from 2 Dec 2026 |
| Second appeal possible | EO pending over 45 days after the first appeal | from about 16 Jan 2027 |
Keep the e-Swathu acknowledgment and every notice. You'll need them for both appeals.
The 3R panchayat test (our framework)
- Record. Which form is on the extract: 9, 11A or 11B? Read the document itself, not the seller's description.
- Right. Do the deeds, the conversion order and the layout approval support that record? A lawyer checks the title chain; our legal checks guide lists what they look at.
- Route. If it's 11B, what exactly gets it to 11A, how long will that take and who pays? If nobody can answer in writing, price the plot as unapproved.
Checklist before buying a panchayat property
- Property extract downloaded from e-Swathu, with the form type noted
- Form 9 or 11A, not only 11B
- Conversion order for the survey number (see the RTC check)
- Layout approval from the planning authority (approvals guide)
- Encumbrance certificate from Kaveri
- Property-tax receipts, and the 11B register entry if there is one
- Lawyer's written title opinion
For plots specifically, read our plot buyer's guide and the B-khata and revenue sites guide.

Frequently asked questions
Is Form 11B legal for buying property?
Form 11B is a lawful tax record, but it doesn't make the property lawful. Section 199C says paying the tax gives no right to regularisation, title, ownership or legal status, and the holder can still face action for the violation. Treat an 11B property as unapproved.
What is the difference between Form 9 and Form 11A?
Form 9 is issued only for converted land with an approved layout, government housing sites and certified gramathana sites. Form 11 is the demand, collection and balance register, and 11A is its regular-property version. BSK issues them together as "Form 9/11A" for a ₹100 printing fee.
Can I get a home loan on a Form 11B property?
We couldn't find a lender rule on this. Since 11B confers no title or approval, expect banks to ask for the conversion order, layout approval and Form 9 or 11A, and many may decline. Ask the lender in writing before you pay any advance.
How do I convert Form 11B to Form 11A?
The state enabled 11B-to-11A conversion at panchayat level on e-Swathu 2.0 in April 2026, according to The Hindu. Eligibility details weren't published in that report. Expect to need land conversion and layout approval. Ask your panchayat what it requires in writing.
Can a new plot get Form 11B after April 2025?
No. Section 199C covers only property created before 7 April 2025, and no new entries can go into the separate register after that. Section 199B bars a new khata or PID for any building site without an approved layout plan.
How long does the panchayat take to issue Form 11A or 11B?
The BSK page lets you file a first appeal if the gram panchayat rejects your application or leaves it pending more than 30 days. A second appeal follows if the executive officer rejects it or doesn't act within 45 days. Keep your acknowledgment.
