East Bengaluru buyer answers

Will banks give a home loan on a Hoskote panchayat or municipal flat?

Direct answer: Yes, banks can give a home loan on Hoskote apartments for sale when the papers are complete: an approved plan, an occupancy certificate for a ready flat, clear title and a regular municipal or panchayat record. The risk is the record type. A taxed but unauthorised property has no approval, so lenders may refuse. Ask first.

Disclosure: acre&key’s advice is free to buyers.

Verify with your lawyer: This is general information, not legal or financial advice. Ask a property lawyer to check the records and title, and confirm the loan terms with your lender in writing.

Key takeaways

  • Hoskote town is a City Municipal Council, not part of GBA. Villages around it are under gram panchayats.
  • Lenders list the same papers everywhere: construction permission, approved plan, occupancy certificate for ready flats, tax receipt and title (SBI's list, below).
  • Taxed isn't approved. Karnataka's 2024 municipal law taxes unauthorised urban properties without regularising them (news).
  • The loan won't cover charges. RBI excludes stamp duty and registration from the cost for homes above ₹10 lakh.
  • Our LEND check: layout and plan, extract, no-objection and OC, deed chain.

Hoskote is on Old Madras Road east of Whitefield. If you're browsing Hoskote apartments for sale, it's usually because prices are lower than inside the city. The question we hear is whether a bank will lend on a flat outside Bengaluru's corporation. It can. What changes is which records you need and where they come from.

Who runs a Hoskote flat, and why does a bank care?

Hoskote town is under the Hosakote City Municipal Council in Bengaluru Rural district. Villages around it are under gram panchayats. Some listings call it a "TMC", but the district site lists a CMC. Either way, check which body actually issued the record.

The bank's legal team checks that the record, the plan and the title agree. Municipal property records sit on the state's e-Aasthi system; panchayat records sit on e-Swathu, where you want Form 9 or 11A rather than 11B (see our answer on Form 11A vs 11B).

Municipal (CMC) flat Panchayat flat
Property record e-Aasthi (urban property system) e-Swathu: Form 9 / 11A, or 11B
Tax paid to City Municipal Council Gram panchayat
Weaker record to watch for Entry for an unauthorised property taxed under the 2024 law Form 11B
What a lender will look for Approved plan, OC, title, record that matches Same, plus land conversion and layout approval

What does a bank ask for?

SBI's regular home loan page lists these property papers (SBI):

  • Permission for construction, where applicable
  • Allotment letter or stamped agreement for sale
  • Occupancy certificate, for a ready-to-move property
  • Maintenance bill, electricity bill and property tax receipt
  • Approved plan copy, the builder's registered development agreement and the conveyance deed, for a new property
  • Payment receipts or bank statements showing what you've paid

None of that is Hoskote-specific. It's simply harder to produce when a project skipped an approval, and that's where loans get stuck. Our OC and CC explainer covers the occupancy certificate.

What about unauthorised properties outside Bengaluru?

On 10 September 2024, Karnataka notified a law to tax unauthorised buildings and properties in all urban local bodies, at double tax in year one. The law says collecting the tax "does not confer any right to regularise violation made, or title, ownership or legal status" (Indian Express, 22 Feb 2025, news). The same report noted that B-khata owners in Bengaluru can't secure bank loans or get occupancy certificates.

We couldn't find a published bank rule for these records outside Bengaluru. Treat a flat on such a record as one most lenders will be cautious about, and get the bank's answer in writing.

How much will the bank lend?

Worked example 1: a ₹60 lakh flat. RBI caps the loan at 80% for homes above ₹30 lakh up to ₹75 lakh, and excludes stamp duty and registration from the cost for homes above ₹10 lakh (RBI Master Circular). Outside GBA, charges total 7.65%, as set out in our full cost guide.

Item Working Amount
Maximum loan 80% × ₹60 lakh ₹48,00,000
Down payment ₹60 lakh − ₹48 lakh ₹12,00,000
Stamp and registration 7.65% × ₹60 lakh ₹4,59,000
Cash you need ₹16,59,000

The 80% is a ceiling. The bank can lend less after its valuation and legal check.

Worked example 2: the EMI, and the cost if the loan falls through. At an illustrative 8.5% over 20 years, the EMI is about ₹867.82 per lakh. On ₹48 lakh that's 48 × ₹867.82 = about ₹41,655 a month.

If the bank refuses after you've signed, you'd need the other ₹48 lakh from somewhere else. That's why the order matters: get an in-principle approval for the specific property before paying more than a token. Our LTV answer has more on down payments.

The LEND check (our framework)

  1. Layout and plan. Was the layout (for plots) or building plan approved by the right authority? Our approvals guide shows which.
  2. Extract. Is the property record a regular e-Aasthi entry, or Form 9 / 11A on e-Swathu?
  3. No-objection and OC. For a ready flat, is there an occupancy certificate?
  4. Deed chain. Does the title trace back cleanly, with an encumbrance certificate to match?

Frequently asked questions

Can I get a home loan for a flat in Hoskote?

Yes, if the papers are complete: approved plan, occupancy certificate for a ready flat, clear title and a regular property record. Hoskote being outside GBA doesn't stop a loan by itself. Get the lender's in-principle approval for the specific property first.

Is Hoskote a TMC or a CMC?

The Bengaluru Rural district website lists the Hosakote City Municipal Council. Villages around the town are under gram panchayats. Check which body issued the property record you're shown.

Will banks lend on a Form 11B or unauthorised property?

We couldn't find a published lender rule. Karnataka's law says paying tax on an unauthorised property confers no title or approval, so expect most banks to be cautious. Ask the bank in writing before you pay.

What documents does a bank need for a Hoskote flat?

SBI lists construction permission, the allotment letter or agreement, an occupancy certificate for ready flats, tax and utility bills, the approved plan, the builder's development agreement and payment receipts. Lenders also run their own title check.

Does the loan cover stamp duty in Hoskote?

No, for homes above ₹10 lakh. RBI excludes stamp duty and registration from the cost used for the loan. Outside GBA, those charges total 7.65%, so on ₹60 lakh you'd pay ₹4,59,000 in cash.

What is the LEND check?

It's our four-part loan readiness check: layout and plan approval, the property extract, the occupancy certificate, and a clean deed chain. If any one fails, a bank is likely to ask questions.
