East Bengaluru buyer answers
What civic body and water supply apply to Budigere Cross apartments?
Direct answer: Most Budigere Cross apartments sit under gram panchayats in Bengaluru East taluk, not a city corporation. Records live on e-Swathu, stamp charges total 7.65% rather than 7.6%, and the area isn't on Cauvery Stage 5. So Budigere Cross water supply usually means borewells and tankers unless a project can show a piped source in writing.

Key takeaways
- Mostly outside the city. On our lookup, only about 7% of PIN 560049 falls inside GBA limits.
- Panchayat records. Property records sit on e-Swathu (Form 9 or 11A), not the city's e-Khata.
- No Cauvery Stage 5. Stage 5 serves the 110 villages added to the city in 2007; Budigere Cross isn't among the old city zones.
- Borewells need KGWA permission outside BWSSB limits; ask to see it.
- Our WARD check: which body, approvals, records, drinking water.
Budigere Cross is the junction on Old Madras Road about halfway between Whitefield and Hoskote. Apartment projects around it are often marketed as east Bengaluru, and many buyers assume city services come with that. They usually don't. This page explains who runs a typical Budigere Cross flat, where its water comes from and what to check.
Which civic body runs a Budigere Cross apartment?
Usually a gram panchayat. The villages around the junction, including Avalahalli, Bidarahalli and Mandur, are panchayat villages in Bengaluru East taluk. On our PIN-code lookup, only about 7% of 560049 lies inside the Greater Bengaluru Authority's limits, as set out in our Hoskote vs Budigere Cross comparison.
Don't rely on the PIN or the brochure. The sale agreement and the project's K-RERA page give the village and survey number. That decides the body. Our explainer on GBA's new city corporations covers the boundary changes.
| Panchayat address (most of Budigere Cross) | GBA address | |
|---|---|---|
| Property record | e-Swathu: Form 9 / 11A, or 11B | e-Khata |
| Property tax paid to | Gram panchayat | City corporation |
| Layout or building approval | BDA or BMRDA, depending on location | City corporation or BDA |
| Stamp charges | 7.65% (3% surcharge on duty) | 7.6% (2% surcharge) |
| Piped water | No Cauvery Stage 5 | Depends on BWSSB coverage |
What does panchayat status change for you?
Three things. First, your record. Ask for the e-Swathu extract and check whether it's Form 9 or 11A, or the weaker 11B. Our answer on Form 11A vs 11B explains the difference, and e-Swathu shows how to pull the record.
Second, approvals. Check which planning authority approved the layout or building plan. Our approvals guide shows how.
Third, charges.
Worked example 1: the surcharge difference. On a flat registered at ₹80 lakh:
| GBA (7.6%) | Panchayat (7.65%) | |
|---|---|---|
| Stamp duty 5% | ₹4,00,000 | ₹4,00,000 |
| Cess 10% of duty | ₹40,000 | ₹40,000 |
| Surcharge on duty | 2% = ₹8,000 | 3% = ₹12,000 |
| Registration 2% | ₹1,60,000 | ₹1,60,000 |
| Total | ₹6,08,000 | ₹6,12,000 |
A ₹4,000 difference. Small, but it tells you which side of the line the property is on before you've read a single record. Our full cost guide has the sources.
Where does the water come from?
Not from Cauvery Stage 5. Stage 5 covers the 110 villages added to the city in 2007, across eight old zones, and even inside them not every building is connected (see which areas get BWSSB water). We found no public piped-water scheme for the villages around Budigere Cross.
So expect borewells, topped up by tankers in summer. Borewells need permission: the Karnataka Ground Water Authority runs a portal for registering existing borewells and permitting new ones (KGWA portal). Ask the project or association to show it.
Worked example 2: what a summer shortfall costs. Illustrative. A 200-flat building needs 1,50,000 litres a day, and its borewells supply 60% in summer.
- Shortfall: 1,50,000 × 40% = 60,000 litres a day
- Tankers: 60,000 ÷ 12,000 = 5 a day
- Cost at ₹1,400 a tanker (a May 2026 private quote, per The Hindu, news): 5 × ₹1,400 = ₹7,000 a day
- Per flat per month: ₹7,000 × 30 ÷ 200 = ₹1,050
- Over four summer months: about ₹4,200 a flat
The building's demand and borewell share are our assumptions. Ask residents for last summer's real tanker bill.
The WARD check (our framework)
- Which body? Village and survey number from the agreement, then panchayat or GBA.
- Approvals. Which authority approved the layout and building plan, and is there an occupancy certificate?
- Records. e-Swathu Form 9 or 11A for the land and, after handover, your flat.
- Drinking water. Source in writing, KGWA permission for borewells, last summer's tanker spend.

Frequently asked questions
Is Budigere Cross under BBMP or GBA?
Mostly not. On our lookup, only about 7% of PIN 560049 is inside GBA limits. Most apartments sit in gram panchayat villages of Bengaluru East taluk. Check the village and survey number for the specific project.
Does Budigere Cross get Cauvery water?
Not through Cauvery Stage 5, which serves the 110 villages added to the city in 2007. We found no public piped scheme for the area. Expect borewells and tankers unless a project shows a piped source in writing.
Where do I find property records for a Budigere Cross flat?
On e-Swathu, the panchayat property portal, not the city's e-Khata. Check whether the record is Form 9 or 11A, which covers regular property, or 11B, which doesn't confer approval.
Are stamp charges higher outside the city?
Slightly. The surcharge on stamp duty is 3% in panchayat areas against 2% in the city, so total charges are 7.65% instead of 7.6%. On ₹80 lakh, that's ₹4,000 more.
Do borewells in Budigere Cross need permission?
Yes. The Karnataka Ground Water Authority handles registration of existing borewells and permission for new ones through its portal. Ask the project or association to show the permission.
What is the WARD check?
It's our four-part check for an apartment outside the city: which body runs it, what approvals it has, what records exist and where the drinking water comes from.
