East Bengaluru buyer answers
Buying a 10–15-year-old apartment in Whitefield: what wears out?
Direct answer: In a 10–15-year-old resale flat in Whitefield, the things that wear out are mostly shared: lifts, terrace and bathroom waterproofing, plumbing risers, pumps, the generator and the STP. The builder's five-year defect liability under RERA is long over, so repairs fall on owners. Ask for the lift register, the repair history and the sinking fund balance.

Key takeaways
- No builder cover left. RERA's five-year defect window runs from possession, so a 2011–2016 building is outside it.
- Lifts have a paper trail. Karnataka law requires testing and maintenance by a registered person every three months, with a register.
- Water does the damage. Terraces, bathrooms and risers are where older flats leak.
- The sinking fund decides who pays. A thin fund means a special levy when something big fails.
- Our AGED check: association, gear, envelope, documents.
Whitefield's first big wave of apartments went up in the late 2000s and early 2010s, so many resale flats there are now 10 to 15 years old. They can be good value against new launches. Our Whitefield guide has Knight Frank's ₹7,100 to ₹15,200 per sq ft range for the area. The catch is that a flat this age comes with a building this age, and you're buying a share of its repair bill.
What usually wears out by year 10–15?
| Item | What goes wrong | Who pays | What to ask for |
|---|---|---|---|
| Lifts | Breakdowns, parts no longer made, modernisation | Association (all owners) | Lift register, maintenance contract, last inspection |
| Terrace waterproofing | Leaks into top-floor flats | Association | When it was last redone |
| Bathroom waterproofing | Seepage into the flat below | Usually the owner above | Ceiling stains in the flat below |
| Plumbing risers | Low pressure, leaks in ducts | Association | Riser replacement history |
| Pumps, generator, STP | Higher running cost, failures | Association | Service records and recent repair bills |
| Paint and facade | Cracks, damp patches outside | Association | Last repaint year |
| Fire systems | Hydrants, alarms and pumps not working | Association | Fire safety records, for taller buildings |
These are typical items, not a schedule. We don't have published replacement ages for Bengaluru buildings, so ask what the association has actually spent and when.
Why doesn't the builder fix it?
RERA section 14(3) makes the promoter fix structural defects or workmanship faults reported within five years of handing over possession, within 30 days, at no charge (RERA Act). A building handed over in 2011 to 2016 is past that window. Repairs come out of the association's funds or a special levy on owners.
What records should exist for the lifts?
The Karnataka Lifts, Escalators and Passenger Conveyors Act, 2012 requires the building owner to get each lift tested and maintained by a registered person once every three months, keep a register of those examinations and send an annual testing and maintenance report to the inspector (section 14(3)). Section 15 requires a maintenance contract with a registered person (Act text, PRS).
So ask to see the register and the current contract. If neither exists, that tells you how the building is run.
For buildings 21 m or taller, the Karnataka Fire Force Act, as amended by Act 24 of 2023, brings fire safety clearances into play. Ask whether the fire systems were checked recently.
How much could a big repair cost you?
Worked example 1: a lift replacement. Illustrative. A 120-flat building needs to replace two lifts at ₹30 lakh in total. Its sinking fund holds ₹12 lakh.
| Step | Working | Amount |
|---|---|---|
| Shortfall | ₹30 lakh − ₹12 lakh | ₹18 lakh |
| Levy per flat (equal split) | ₹18,00,000 ÷ 120 | ₹15,000 |
| If the fund were empty | ₹30,00,000 ÷ 120 | ₹25,000 |
Many associations split by area rather than equally; ask how yours does it. The lift cost is our assumption, not a quote.
Worked example 2: pricing the repairs into your offer. Illustrative. You're offered a flat at ₹90 lakh. The association minutes show the ₹15,000 lift levy above is coming, and the flat's bathrooms need re-waterproofing, which you're quoted at ₹40,000.
| Item | Amount |
|---|---|
| Lift levy (your share) | ₹15,000 |
| Bathroom waterproofing | ₹40,000 |
| Total known repairs | ₹55,000 |
| As a share of the price | ₹55,000 ÷ ₹90,00,000 = 0.61% |
That's a fair basis to negotiate, or to have the seller pay the levy. If a levy has been voted on but not yet billed, the sale agreement should say who pays it.
The AGED check (our framework)
- Association. Is there a registered association? See its accounts, sinking fund balance and minutes for the last two years.
- Gear. Lift register and contract, generator, pump and STP service records. Our water questions guide covers borewell and STP questions.
- Envelope. Terrace, facade and bathrooms: when were they last waterproofed or repaired?
- Documents. The OC, title chain, encumbrance certificate and any pending levies in writing.

Frequently asked questions
Is it wise to buy a 10–15-year-old flat in Whitefield?
It can be, if the building has been looked after. Check the association's accounts and sinking fund, the lift records and the waterproofing history. A cheaper price can disappear into a special levy if big repairs are due.
Does RERA cover defects in an older flat?
No. RERA section 14(3) makes the builder fix defects reported within five years of possession. A 10–15-year-old building is past that, so repairs fall on the association and owners.
What lift records should an apartment have?
Karnataka's lifts law requires testing and maintenance by a registered person every three months, a register of those checks, an annual report to the inspector and a maintenance contract. Ask to see the register and contract.
What is a sinking fund?
It's money an association sets aside for big repairs, such as lifts, waterproofing or repainting. A healthy fund means fewer special levies. Ask for the current balance and what it's earmarked for.
Who pays for a special levy when I buy a resale flat?
It depends on the agreement. If a levy has been voted on but not billed, write into the sale agreement whether you or the seller pays it. Read the association minutes before you sign.
What is the AGED check?
It's our four-part check for an older building: the association's finances, the shared gear such as lifts and pumps, the building envelope's waterproofing, and the documents including pending levies.
