East Bengaluru buyer answers

How does a new apartment get a BWSSB water connection, and what does it cost buyers?

Direct answer: New apartment BWSSB connections usually go through the Board's online service: register, buy the application, upload papers, use a BWSSB-registered plumber, await inspection, then pay the official demand note. The exact charges sit on that note, not on blog tables. Ask whether the promoter already holds a bulk connection.

Verify with your lawyer: Who is the applicant (promoter, association or allottee), and who later holds the RR number, should be clear in the sale documents and society bye-laws before you pay.

Water is the utility Bengaluru buyers feel every summer. A glossy brochure that says "BWSSB connection" can mean a live bulk meter, an application in progress, or a hope that Cauvery water will arrive after you move in. Separate those three before you sign.

What does the online BWSSB connection flow look like?

BWSSB runs a citizen online water-connection service (commonly reached via the SAJALA / OWC stack at owc.bwssb.gov.in). The Board's FAQ material describes a sequence like this:

  1. Register with name, email, mobile and password; activate via the email link.
  2. Buy a new application and pay the application fee on the gateway.
  3. Fill the application with address, site and building details; upload supporting property documents.
  4. Engage a BWSSB-registered plumber only. Other plumbers are not accepted on that flow.
  5. Attach the scanned consumer–plumber agreement before final payment.
  6. Wait for AE/JE inspection. Charges such as pro-rata, GBWASP and related parameters are calculated from site facts.
  7. Receive a demand note; after AEE approval, an SMS tells you to log in and pay.
  8. Pay on the portal; keep the e-receipt; track until an RR number is generated.

What does a BWSSB connection cost?

Civic explainers (for example Citizen Matters, 31 Mar 2025) have published tables for:

  • Application fee
  • Pro-rata charges per sq. metre of built-up area (residential vs commercial)
  • Inspection charges by apartment size band
  • Meter costs by diameter
  • GBWASP fees for listed ex-CMC areas

Those tables are secondary reporting, not a Board order, so this page doesn't repeat their rupee rows. Treat any specific connection charge as unconfirmed until you see it on:

  • the BWSSB demand note for your application, or
  • a current circular / tariff PDF downloaded from an official BWSSB host

Monthly consumption tariffs are a separate matter. Press reports in September 2025 described a revision for apartment bulk users after an April hike (The Hindu, 5 Sep 2025). That affects bills after supply starts; it does not automatically tell you the one-time connection demand.

Does the builder take a bulk connection or do I apply for my flat?

Ask the sales office, in writing:

  1. Is there already a BWSSB bulk connection / RR number for the project?
  2. What water sources run the project today (Cauvery, borewells, tankers) and in what mix?
  3. Which line on the cost sheet is labelled "BWSSB / water / utility deposit", and is it Board dues or a builder estimate?
  4. Who applies for any missing connection, promoter or association after handover?
  5. After possession, who pays the bulk bill and how is it recovered from flats?

RERA possession and defect timelines do not by themselves create water supply. Permanent utilities usually follow the OC, so read why OC and CC matter and note meter readings during your possession inspection. If tanker dependence is the real plan for year one, price that into living cost.

What is different in East Bengaluru?

Along Sarjapur Road, Whitefield, ORR pockets and Old Madras Road, supply reliability can vary by micro-pocket even when a connection exists. A connection charge paid is not a litres-per-day guarantee. At inspection and at possession:

  • Photograph meter numbers and readings
  • Ask for the last tanker invoice pattern if BWSSB supply is intermittent
  • Confirm sewage / STP arrangements separately from water supply

Which documents are buyers asked for?

Exact lists change. Expect some mix of:

  • Proof of ownership / allotment and ID
  • Sanctioned plan / OC or status letter where required
  • Building and site measurements the plumber and AE will verify
  • Prior receipts if any GBWASP or pro-rata was already paid for the land or mother assessment
  • Plumber registration proof and the signed agreement

If a consultant or plumber asks you to pay connection charges into a personal UPI without a BWSSB demand note, stop.

What order should I do things in?

  1. At booking: get the water-source and BWSSB-status paragraph in the cost sheet.
  2. Before agreement: have your lawyer check utility obligations on the promoter.
  3. Near OC / possession: ask for RR number or application ID.
  4. After association forms: decide who files any pending online application.
  5. When the demand note arrives: pay only on the Board gateway; archive the PDF with your sale deed.

Frequently asked questions

Do I apply flat-wise or does the builder take a bulk connection?

Many apartment projects take a bulk BWSSB connection to the premises; individual flat billing then follows association rules. Confirm in writing which model your project uses before you pay a "BWSSB charge" on the cost sheet.

Must I use a BWSSB-registered plumber?

Yes for the online new-connection flow described in Board FAQs: only a BWSSB-registered plumber is entertained, and a consumer–plumber agreement scan is attached before final payment.

When do I pay the big connection charges?

After inspection, when AE/JE calculations produce a demand note and AEE approval triggers an SMS to log in and pay. Do not pay large "connection" sums to a private agent off-portal.

Are blog tariff tables reliable?

Treat them as secondary. Official FAQs and the demand note outrank any March 2025 explainer. If the Board portal is down, wait or visit the division office rather than inventing a figure.

What if my project still runs on tankers?

Some projects rely on tankers or borewells until Board supply starts. That is a living and cost risk separate from the connection application. Ask for the water source plan in writing at booking and at possession.

Does a September 2025 tariff revision change connection charges?

Press coverage of the Sept 2025 revision focused on apartment consumption tariffs and sanitary charges for PGs, not necessarily on one-time connection pro-rata. Its effect on connection charges can't be confirmed without the Board order itself.
