Can you buy land near Bengaluru for under ₹10 lakh, and what are the risks?

Direct answer: Plots offered for under ₹10 lakh near Bengaluru are usually far from the city, small, agricultural, or in layouts without approval. Some are fine; many carry title, conversion or access problems. Before paying, check the RTC on Bhoomi, the conversion order, the layout approval and RERA registration, a 30-year Encumbrance Certificate and the road to the plot.

Verify with your CA: how a later sale will be taxed, including whether the land is a capital asset for tax.

Verify with your lawyer: the title chain, conversion order, layout approval and any grant or tenancy restriction, before any advance.

Cheap land is one of the most common pitches on social media and roadside hoardings around Bengaluru. Low prices usually have a reason. This page explains the common reasons and the records that tell you which applies.

Why are some plots so cheap?

  • Distance: land far from the city, with little nearby work, transit or services.
  • Agricultural status: the land has not been converted for housing, so you cannot build a home on it without a conversion order.
  • Unapproved layout: a farm divided into plots without layout approval. Plots like this can be hard to register, mortgage or build on.
  • Access: no recorded road, or a road through someone else's land.
  • Title problems: disputed ownership, granted land with sale limits, or unclear inheritance.

What does the law allow?

Agricultural land. Since 2020, a resident Indian who is not a farmer can buy agricultural land in Karnataka, after sections 79A and 79B of the Karnataka Land Reforms Act were omitted. The Hindu's report on the Bill noted that the buyer must use it for agriculture and that sale of land granted to Scheduled Castes and Scheduled Tribes was banned. See agricultural land on Kanakapura Road.

NRIs and OCIs cannot buy agricultural land, a farm house or plantation property, under the RBI's FEMA FAQs.

Plotted layouts. Under section 3 of the RERA Act, a plotted development on more than 500 square metres, or with more than eight plots, must be registered before it is marketed. Search it on Karnataka RERA.

Which records should you check?

  1. RTC on Bhoomi: owner, extent, land type and any rights recorded. See RTC checks.

2. Mutation history: how each owner got the land.

3. Conversion order if the seller says it is a residential plot.

4. Layout approval from the planning authority, and RERA registration if required.

5. Encumbrance Certificate from Kaveri Online for 30 years. See EC steps.

6. Khata or panchayat record on e-Swathu. See Form 11A and 11B.

7. Survey sketch, matched on the ground by a licensed surveyor.

How do East, North and South Bengaluru outskirts compare?

  • East (towards Hoskote and beyond): the Satellite Town Ring Road's Doddaballapur to Hoskote stretch was complete as reported by The Hindu in July 2026. See Hoskote checks.
  • North (Doddaballapur, Devanahalli side): the airport and the completed Dobbaspet to Doddaballapur ring road stretch drive interest. Suburban rail to Devanahalli is set for March 2030.
  • South (Kanakapura Road, Anekal side): land further out is often still agricultural; check conversion carefully.

In every zone, the lowest prices tend to be the furthest from roads, water and work.

What will registration cost?

Worked example (illustrative price). A plot at ₹9 lakh: stamp duty at 5% plus the 10% cess and 2% surcharge on the duty, and the 2% registration charge from 31 August 2025, totals 7.6%, or ₹68,400. Add the surveyor, lawyer and any conversion or khata charges. Check the guidance value for the survey number on Kaveri too.

What scams should you watch for?

  • "Pay now, papers later": do not pay before you see the RTC, conversion order and approvals.
  • Plots sold from a map only: visit the land and see the boundary stones.
  • Same plot sold twice: the EC and a fresh search at the sub-registrar help catch earlier sales.
  • "RERA approved" without a number: search the number yourself. See checking an ad's RERA number.
  • Pressure to decide today: a seller with clean papers can wait for your lawyer.

If you are cheated, you can complain to Karnataka RERA for a registered project, and the National Consumer Helpline can guide you on consumer complaints.

What questions should you ask the seller?

  1. What is the survey number, and is the seller's name on the RTC?

2. Is the land converted, and what is the conversion order number?

3. Who approved the layout, and is it registered on RERA?

4. Is there a recorded road to the plot?

5. Are there any court cases, loans or tenancy claims?

When should you walk away?

Walk away if the seller cannot show the RTC in their name, if the land is agricultural and there is no conversion order, if the layout has no approval, or if the plotted project should be on RERA and is not. Walk away too if the only access is through another person's land without a registered right of way. A low price does not make up for a plot you cannot register, build on or sell.

Checklist before any advance on a cheap plot

  • Visit the land and see the access road.
  • Get the RTC, mutation and survey sketch.
  • Ask for the conversion order and layout approval.
  • Search Karnataka RERA if it is a plotted project.
  • Download a 30-year EC.
  • Have a lawyer check grant, tenancy and court cases.
  • Pay through a bank, with a written agreement.
