East Bengaluru buyer answers
Panathur Road access and traffic: what should flat buyers know?
Direct answer: Panathur Main Road traffic is the main thing to test before buying in Panathur, Balagere, Gunjur or Varthur. The railway underpass was widened to two vents in November 2025, but the S-Cross junction stayed a bottleneck and the underpass flooded four times between June and October 2026, per news reports. Drive it at peak hour and after rain.

Key takeaways
- One main route. News reports describe Panathur–Balagere Road as the only major link for several localities to the outer ring road.
- The underpass is wider, not fixed. Two vents opened in November 2025; S-Cross widening was held up by compensation for a few properties (news).
- Rain still shuts it. The underpass flooded in June, September and twice more by 16 October 2026 (news).
- 6 km in 50 minutes was one resident's commute after the widening, an average of 7.2 km/h.
- Our EXIT check: exits, crossing, inundation, timing.
Panathur Main Road runs off the outer ring road between Marathahalli and Bellandur, with the Bengaluru–Chennai railway line between it and the ring road. Everything in Balagere, Gunjur and much of Varthur that heads to the ORR funnels through the same crossing. That one fact shapes daily life here more than any amenity list.
All facts on this page about the underpass and road come from news reports. We haven't found an official project status page for the works.
What changed at the Panathur underpass?
In November 2025, the widened S-Cross junction and the railway underpass, expanded into two vents, opened to traffic. A 100 m stretch leading to the underpass was widened from under 10 m to a 30 m two-way road (Times of India, 17 Nov 2025, news). Each vent was planned at 9 m wide and 5 m tall (Deccan Herald, Aug 2024, news).
The same TOI report said the S-Cross junction was still a choke point because some properties hadn't yet been cleared pending compensation. Side drains were still being built and many stretches lacked footpaths. We don't know whether that work has been completed since.
Does the underpass still flood?
Yes, in 2026. It flooded in June, when residents said road widening hadn't come with matching drainage (TOI, 2 Jun 2026, news). On 19–20 September, water reached hip level and vehicles had to be towed out (The Hindu, 21 Sep 2026, news). On 16 October it was the fourth flooding in four months (TOI, 16 Oct 2026, news).
Panathur 'S' Cross was also among the points named in the GBA's 2026 pre-monsoon circular (The Hindu, news). Back in 2023, a KSNDMC report listed Panathur Main Road as flooding at just 1 cm of rain (Bangalore Mirror, news).
How slow is the commute?
Worked example 1: one resident's trip. After the widening, a long-time resident told TOI it still took her 50 minutes to cover 6 km, including the Panathur stretch and the ORR.
- Average speed: 6 ÷ (50 ÷ 60) = 7.2 km/h
- Both ways, 220 working days (our assumption): 50 × 2 × 220 = 22,000 minutes, about 367 hours a year
That's one person's trip on one day, not a measured average. In June 2026, another commuter told TOI a 7 km trip home took 2 hours 40 minutes in rain.
Worked example 2: what a single crossing does on a rain day. Say your normal trip is 40 minutes each way, and the underpass floods on 4 weekdays a season, as in 2026. If each flood adds 90 minutes to your evening trip (the time one parent told TOI a school bus took to get home), that's 4 × 90 = 360 minutes, or 6 hours a season for one adult. Add a school run and it doubles. The extra time per flood is illustrative.
The EXIT check (our framework)
| Letter | Question | How to check | Warning sign |
|---|---|---|---|
| Exits | How many ways out to the ORR or Whitefield? | Map it; drive each | Every route uses the Panathur underpass |
| X-ing | Is there a rail crossing on your daily route? | Map it | One underpass with no alternative |
| Inundation | Does your route flood? | News for the last two monsoons; Varunamitra map; residents | Repeated reports at the same point |
| Timing | What's the trip at 9 am and 6 pm? | Drive it on a weekday | Over twice the off-peak time |
If a brochure promises a future road, ask for the government order or tender that sets its date. Residents told TOI that projects were being sold on a future "CDP Road" towards Gunjur; we found no official timeline for it.
Checklist before buying off Panathur Road
- Drove to your office at 9 am and back at 6 pm on a weekday
- Mapped a second route that avoids the underpass, and drove it
- Checked the last two monsoons in news and on the Varunamitra map
- Asked two residents how long the road stays blocked after rain
- Checked the school bus route and its time
- Asked for an official date for any promised new road

Frequently asked questions
Is the Panathur underpass open?
Yes. The widened two-vent railway underpass and S-Cross junction opened to traffic in November 2025, per the Times of India. News reports at the time said the S-Cross widening was incomplete because some properties hadn't been cleared.
Does the Panathur underpass flood?
It did repeatedly in 2026: in June, in September, when water reached hip level, and again on 16 October, the fourth time in four months, according to news reports. Check the latest monsoon before you buy.
How bad is traffic on Panathur Road?
After the widening, one resident told TOI that 6 km including Panathur and the ORR took 50 minutes, about 7.2 km/h. Test your own route at peak hour on a weekday.
Is there another road from Gunjur or Varthur to the ORR?
News reports describe Panathur–Balagere Road as the only major route for several localities. Residents mention a future road towards Gunjur, but we found no official timeline. Ask the seller for a government order.
Should I avoid buying in Panathur?
Not necessarily. Prices and distances to the ORR are attractive to many buyers. The trade-off is one crossing that floods. If you can't live with that on rain days, look at areas with more than one route out.
What is the EXIT check?
It's our access test for any flat: how many exits there are, whether a rail crossing sits on your route, whether that route floods, and what the trip takes at peak times.
