East Bengaluru buyer answers
Should I worry about buying near Bellandur or Varthur lake?
Direct answer: Buying near Bellandur lake or Varthur lake is worth a closer look, not a flat no. Both lakes are over 100 acres, so the full 30 m buffer still applies after the 2026 law change. The bigger risk is low ground: in 2022 the overflowing lakes flooded the land between them. Check the plot's level, buffer and flood history.

Key takeaways
- Both lakes are large. Bellandur is about 906 acres and Varthur about 447 acres, per revenue records compiled by IISc.
- So the buffer didn't shrink. Act 19 of 2026 sets 30 m for lakes above 100 acres, the same distance as the old flat rule.
- The 2022 floods hit the plains between the lakes. The civic chief said flooding was localised to 5–6 sq km (news).
- Official values differ a lot. Most Bellandur apartment lines are ₹63,690 per sq m, against ₹44,880 in Varthur.
- Our SHORE check: size, height, overflow history, records, evidence.
Bellandur and Varthur are the two biggest lakes in Bengaluru's east, linked by the same valley and surrounded by apartments. Many buyers come for the ring-road jobs and a lower price than the city centre. The worry is usually flooding, and sometimes whether a building is too close to the water. This page sorts out what the rules say and what to check.
How big are the lakes, and what buffer applies?
Lake buffers in Karnataka became size-based on 18 Feb 2026. Karnataka Act 19 of 2026 replaced the flat 30 m buffer with one from 0 m to 30 m, depending on the lake's area, measured from its revenue boundary (Bill as passed). Lakes above 100 acres keep the full 30 m.
An IISc report on the two lakes gives Bellandur as 906 acres 25 guntas and Varthur as 447 acres 14 guntas, citing the RTC (IISc, EWRG). Both are well over 100 acres.
Worked example 1: what changed in 2026?
| Lake | Area (RTC, per IISc) | Buffer before 18 Feb 2026 | Buffer after (Act 19 of 2026) | Change |
|---|---|---|---|---|
| Bellandur | ~906 acres | 30 m | 30 m | None |
| Varthur | ~447 acres | 30 m | 30 m | None |
| A 4-acre lake nearby (example) | 4 acres | 30 m | 6 m | −24 m |
If a seller tells you "the buffer rules were relaxed in 2026", that's true for small lakes, not these two. The National Green Tribunal has also taken notice of the change, according to the Times of India (news), so the rules for small lakes may change again.
Did the lakes flood homes nearby?
Yes, in September 2022. The civic body said overflowing Bellandur and Varthur lakes were flooding the "overdeveloped plains between the two lakes", and the chief civic commissioner said flooding had been localised to about 5–6 sq km (The Hindu, news). Desilting of both lakes began in June 2020 and was still incomplete in 2022, per the Indian Express (news). We don't have a current official status for that work.
That 2022 event is the reason to check ground level, not just distance. A building 200 m from the lake on low ground can be worse off than one 40 m away on a rise.
How do official values compare around the two lakes?
Stamp duty and registration are charged on the higher of your price and the guidance value. Around these lakes the floors differ a lot.
Worked example 2: a 1,500 sq ft flat on each apartment line. 1,500 sq ft is 139.35 sq m. Charges are about 7.6% for a resale flat or a new flat above ₹45 lakh, as set out in our full cost guide.
| Bellandur line (₹63,690/sq m) | Varthur line (₹44,880/sq m) | |
|---|---|---|
| Guidance value | 139.35 × 63,690 = ₹88.75 lakh | 139.35 × 44,880 = ₹62.54 lakh |
| Charges at 7.6% if price ≤ GV | ₹6.75 lakh | ₹4.75 lakh |
| Difference | ₹2.00 lakh |
These are the 2023 gazette values, which are still in force; check the current figure for the exact line on Kaveri before you register. They're a floor for charges, not a market price; our guidance value table by area shows how they compare across the city. Our guides to Bellandur and Varthur set out the lines in full.
The SHORE check (our framework)
- Size. Which lake is nearest, and what's its area on the RTC? That sets the buffer.
- Height. Is the plot above or below the road and the lake's edge? Walk it.
- Overflow history. Did the site or approach road flood in 2022 or since? Ask residents and search news.
- Records. Does the approved plan show the lake boundary and buffer line? Does the village survey map agree?
- Evidence. Visit the morning after heavy rain, and once on a warm afternoon from the lake-facing side.
Checklist before buying near either lake
- Nearest lake identified and its area confirmed on the RTC
- Buffer line shown on the approved plan, with the building behind it
- Plot level checked against the road and lake edge
- Two residents asked about September 2022 and later monsoons
- Approach road checked on the Varunamitra vulnerable-spots map
- Morning-after-rain visit done
- Lawyer and surveyor have checked boundary and buffer
For the step-by-step on survey maps and drain buffers, see our lake and rajakaluve checks. For the citywide flood points, use the flood-prone areas map. For a single flat on Sarjapur Road or the ORR, our flood-risk answer has a shorter check.

Frequently asked questions
Is it safe to buy a flat near Bellandur lake?
It can be, after checks. Bellandur is about 906 acres, so the 30 m buffer applies. The bigger issue is low ground, since the lakes overflowed in 2022. Check the plot's level, the buffer line on the approved plan and residents' flood history.
What is the buffer zone for Bellandur and Varthur lakes?
30 m from the revenue boundary. Under Act 19 of 2026, lakes above 100 acres keep a 30 m buffer, and both lakes are well over that size, so their buffer didn't change in 2026.
Did Bellandur and Varthur lakes flood homes?
Yes. In September 2022 the civic body said the overflowing lakes were flooding the plains between them, and the chief civic commissioner said flooding was localised to about 5 to 6 sq km.
Is Varthur cheaper than Bellandur?
On official values, yes. Most Varthur apartment lines are ₹44,880 per sq m against ₹63,690 in Bellandur. Neither big consultant publishes a market price for either locality.
Does a lake view add value?
We haven't found reliable data on lake-view resale prices in these two localities. Judge it on the specific building: buffer, ground level and how residents describe the lake through the year.
What is the SHORE check?
It's our five-part check for buying near a lake: the lake's size, the plot's height, overflow history, records such as the approved plan and survey map, and evidence from site visits.
