What should you check when buying an affordable 2BHK in GM Palaya?
Direct answer: In GM Palaya, most affordable 2BHKs are resale flats in older or smaller buildings. Check the Occupancy Certificate, the GBA e-khata, the title and Encumbrance Certificate, water supply, parking and repair history. If your household income is within PMAY-U 2.0 limits, check whether you qualify for its interest subsidy before you take a loan.
Verify with your CA: your eligibility under PMAY-U 2.0's Interest Subsidy Scheme, and home loan deductions under the tax regime you file in.
Verify with your lawyer: the title chain, OC, khata and whether the building has the approvals for the number of floors built.
GM Palaya sits in East Bengaluru near the Old Airport Road and New Thippasandra side of the city, an older residential area with a mix of standalone houses and smaller apartment buildings. That shapes what "affordable" means here and what to check.
What kind of 2BHKs are typically available?
- Resale flats in older buildings: often lower priced but need checks on age, repairs and approvals. See older resale flats.
- Smaller new buildings: fewer units, sometimes below RERA's registration threshold (500 square metres of land or eight apartments, under section 3 of the RERA Act). Without RERA, you lose its protections, so the approvals matter even more.
- Larger projects nearby: registered on Karnataka RERA, with a quarterly update to read.
Which documents should you check?
- Occupancy Certificate. It confirms the building was completed as per the approved plan. Many small buildings in older areas do not have one. See OC and CC and possession without OC.
2. Approved plan: compare the number of floors on the plan with what was built.
3. Khata: search the property on e-Aasthi. See e-Aasthi search.
4. Title chain and Encumbrance Certificate for 30 years from Kaveri Online.
5. Undivided share in the sale deed. See UDS explained.
6. Society or association dues, and any special levy for repairs.
What about water, parking and the building?
- Water: ask whether the building has a BWSSB connection, a borewell or tanker supply, and what owners pay in summer.
- Parking: older buildings may have limited or no covered parking. Confirm in writing what comes with the flat.
- Lift and structure: ask the lift maintenance record and any waterproofing work. See lift and DG maintenance.
- Power: check that the BESCOM meter is in the seller's name and will be transferred. See BESCOM and BWSSB name transfer.
Can PMAY-U 2.0 help with the loan?
The Interest Subsidy Scheme under PMAY-Urban 2.0 gives a 4% interest subsidy on the first ₹8 lakh of a home loan, for a tenure of up to 12 years, to eligible families. As per the scheme's operational guidelines:
- Household income: up to ₹3 lakh (EWS), ₹6 lakh (LIG) or ₹9 lakh (MIG) a year.
- Loan up to ₹25 lakh, on a house worth up to ₹35 lakh.
- Carpet area up to 120 square metres.
- Maximum subsidy of ₹1.80 lakh, released in five yearly instalments.
- Loans sanctioned or disbursed on or after 1 September 2024.
If a 2BHK in GM Palaya costs more than ₹35 lakh, it will not qualify. Check the current rules on the PMAY-U 2.0 portal before you apply.
What will the purchase cost?
Worked example (illustrative price). A resale 2BHK at ₹60 lakh, with an OC:
- No GST on a resale flat.
- Stamp duty, cess, surcharge and the 2% registration charge (from 31 August 2025): 7.6%, or ₹4.56 lakh.
- Add lawyer's charges, society transfer charges and any repairs.
If it were a new flat under construction that met the affordable housing definition (carpet area and the ₹45 lakh cap), GST would be 1%; otherwise 5%. See affordable housing GST.
How does GM Palaya compare with other parts of East, North and South Bengaluru?
East Bengaluru: GM Palaya is closer to the city than Whitefield or Varthur, so commutes to central offices are shorter, but newer large projects are fewer. Check the walk to the nearest Purple Line station on the BMRCL map.
North Bengaluru: newer projects further out may offer more space for the price, with future rail links reported for 2027 to 2030.
South Bengaluru: Electronic City has newer budget projects and the Yellow Line since August 2025.
What questions should you ask the seller?
- When was the building completed, and is there an OC?
2. Is the khata in your name, and is property tax paid? Ask for receipts.
3. Are there any loans on the flat? Ask for bank closure letters.
4. What do you pay for water each month, including tankers?
5. What are the association dues, and is any repair work planned?
6. Which parking slot comes with the flat, and is it in the sale deed?
What mistakes do budget buyers make?
- Choosing the lowest price without checking for an OC.
- Not budgeting for repairs in an older building.
- Forgetting stamp duty and registration, which add 7.6%.
- Assuming a PMAY subsidy without checking the income and house value limits.
- Paying a token in cash. Pay through a bank and get a receipt.
Checklist for a GM Palaya 2BHK

Frequently asked questions
Frequently asked questions
Can I buy a flat in a building without an OC?
You can, but it is riskier. Services, loans and resale can be harder, and the building may not match its plan. Ask your lawyer and your bank before you pay a token.
Does PMAY-U 2.0 apply to a resale flat?
The scheme's guidelines set limits on income, loan amount, house value and carpet area. Ask your lender whether a resale flat qualifies, and check the current rules on the PMAY-U 2.0 portal.
Is GST charged on a resale 2BHK?
No. GST applies to under-construction flats bought from the promoter, not to a resale between owners. Stamp duty and registration still apply.
What if the building is not on RERA?
Small buildings may fall below RERA's registration threshold. Then the approved plan, OC, khata and title become your main protections. Have a lawyer read them.
What is the stamp duty on a ₹60 lakh flat?
Stamp duty, cess, surcharge and the 2% registration charge total about 7.6%, or ₹4.56 lakh on ₹60 lakh.
How old a building is too old?
There is no single age. Ask for repair records and have an engineer inspect the structure, waterproofing and plumbing. Check what the bank will lend on.
