East Bengaluru buyer answers
How is property tax paid for a flat under a gram panchayat (around Varthur, Hoskote, Budigere)?

Direct answer: If your flat sits in a gram panchayat, common in the outer belts around Varthur, Hoskote and Budigere, you generally skip the BBMP corporation tax portal. Get the panchayat property ID from e-Swathu or e-khata, then pay via BSK, SAMARTH where enabled, or the panchayat office. Confirm jurisdiction first.

Verify with your CA: This page is not tax advice. Have your own chartered accountant confirm any tax amount, due date or treatment for your flat before you pay.
Verify with your lawyer: Panchayat assessment, Form 9/11 disputes and merger into corporation limits are local-law problems. Have your own property lawyer confirm which authority can lawfully demand tax on your flat.
East Bengaluru still has large apartment clusters that sit, or sat until a recent notification, outside full corporation assessment. Buyers in and around Varthur, Hoskote, Budigere Cross, parts of Whitefield's outer belt and similar fringes keep asking why the BBMP tax site will not accept their PID. Often the answer is blunt: you are not on that portal yet.
How do I prove which authority assesses my flat?
Before you pay anyone, settle jurisdiction:
- Read the sale deed schedule and the planning authority name on sanctioned plans.
- Ask the builder for the last tax paid receipt and which office issued it.
- Cross-check with the framework in how to check BBMP vs panchayat in East Bengaluru.
- If the receipt says gram panchayat / Taluk Panchayat / RDPR channels, do not force a BBMP payment.
Paying the wrong body creates a refund headache and leaves the rightful demand unpaid.
What is e-Swathu and why do flat buyers care?
e-Swathu is the Karnataka RDPR web application used at gram panchayats to issue property records, commonly Forms 9, 11A and 11B. District sites describe it as the system for property records at all gram panchayats. Your online tax payment flow will usually ask for the property ID that appears on those records / e-khata.
Login and form availability still vary by village; if the public site will not show your parcel, visit the panchayat office with the sale deed.
How do people actually pay panchayat property tax?
Three channels show up repeatedly. Exact button labels change, so treat these as task lists.
A. Seva Sindhu / BSK online property-tax service
The Karnataka BSK online services catalogue lists property-tax payment among property services (building licence, OC, Form 9/11 applications, and tax). Citizen walkthroughs describe:
- Open the BSK property-tax service
- Authenticate with mobile OTP
- Choose district, taluk and panchayat
- Search by name or the 18-digit property identification number from e-khata
- Pay and download the receipt
If your panchayat is missing from the dropdown, fall back to the office.
B. SAMARTH Panchayat citizen services
The Ministry of Panchayati Raj SAMARTH portal advertises tax-payer login, view payable, pay taxes, and print acknowledgement/receipt. Whether your gram panchayat is live on SAMARTH is something to confirm: look for it in the list, or ask the PDO. Do not assume every Hoskote or Varthur village is onboarded.
C. Walk-in at the gram panchayat office
Carry prior receipt (if any), e-Swathu extract, sale deed copy and ID. Ask the counter for the outstanding demand. Payment may be cash, cheque or DD depending on that office's practice; receipt timing differs for cash vs instrument clearance.
What rates apply?
This page doesn't quote a rate. Gram panchayat tax schedules are set under State panchayat law and local resolutions. They are not the BBMP unit-area or capital-value tables. Anyone quoting a single "Bangalore panchayat %" for all of Hoskote is guessing. Read the demand on the portal or the slip from the PDO.
What handover issues are specific to panchayat projects?
On outer East corridors, ask in writing:
- Has Form 9 / 11 been issued for the apartment or only for the mother land?
- Who paid tax for the incomplete building years?
- Will the association collect flat-wise tax after OC?
- Is a corporation merger notification expected that would move you to BBMP assessment mid-year?
OC and planning-authority status still matter even when tax is panchayat-side. See OC and CC.
What if I already paid BBMP by mistake?
- Keep the gateway receipt and bank UTR.
- Do not ignore the panchayat demand.
- Take both proofs to your lawyer; refund or adjustment routes depend on the authority, and there's no single statewide process.
- Pay the rightful demand under advice so penalties do not stack.
What should be on my checklist?
- Jurisdiction confirmed (panchayat vs corporation)
- e-Swathu / 18-digit property ID located
- Latest demand viewed on BSK, SAMARTH or at the office
- Receipt PDF stored with the sale deed
- Khata / name-change file opened with your lawyer after registration
- Calendar reminder before the panchayat's stated due date (dates vary; there's no single citywide deadline)
Frequently asked questions
Can I pay gram panchayat tax on the BBMP portal?
Usually no. BBMP/GBA portals cover corporation assessments. Paying the wrong authority does not clear your panchayat demand. Confirm jurisdiction before you remit.
What ID do I need to pay online?
Guides to the BSK flow ask for an 18-digit property identification number from the e-khata / e-Swathu record. If you lack it, collect Form 9 / 11A / 11B details from the panchayat or the e-Swathu system first.
Is e-Swathu the same as property tax payment?
No. e-Swathu is the RDPR property-record system that issues Forms 9 / 11A / 11B. Tax payment is a separate step on BSK, SAMARTH or at the office, using those records.
What if my area was recently merged into the corporation?
Jurisdiction can change after notifications. Re-check whether your PID moved to the corporation portal. Do not assume last year's panchayat receipt still matches this year's assessing authority.
Can the builder pay panchayat tax for all flats?
Sometimes during construction or early handover. Get written receipts naming your unit. After sale deed and name change, expect to pay yourself unless the association has a documented bulk arrangement.
