East Bengaluru buyer answers
What is Karnataka's digital e-stamp and how do I pay stamp duty online?
By Gaurav Mongia, acre&key · Published 17 Oct 2026 · Updated 17 Oct 2026
Direct answer: Karnataka's Digital e-Stamp is a government-issued electronic stamp generated after you pay stamp duty through the notified Digital e-Stamp application, typically reached via Kaveri Online Services. You register, enter instrument details, pay online, and receive a unique-numbered stamp stored in the official repository. Confirm live menus on the portal; do not trust third-party "stamp paper" sellers.

Verify with your lawyer: Stamp duty, instrument classification and registration sequence are legal questions. Have your own property lawyer set the duty base and deed text before you pay.
Verify with your CA: Stamp duty, cess and surcharge treatment can affect your total cash-out. Confirm the computation for your flat with a chartered accountant. This page doesn't give a stamp-duty percentage.
For years Bengaluru buyers queued for stamp paper or chased an agent who "knew someone at Stock Holding". Karnataka has been shifting that payment into a fully digital stamp. If you're registering a sale deed or agreement for a flat in Whitefield, Sarjapur Road or KR Puram, two questions matter: which official screen do you use today, and what proof do you take to the sub-registrar?
What is a Digital e-Stamp under Karnataka law?
The State framed Digital Stamp Rules under the Karnataka Stamp Act, 1957 (rules published after Notification no. RD 36 MNMU 2025 dated 14 July 2025, as hosted on India Code). In short:
- Every Digital e-Stamp is issued only through the Digital e-Stamp software application the Government notifies.
- You (or an agency) must register on that application first.
- You enter the details the Act requires so duty can be calculated for the instrument.
- You pay through the modes the application offers.
- After successful payment, the system generates a Digital e-Stamp with a unique number and stores it permanently in the Digital e-Stamp Repository. That stored record is the original stamp.
The rules are hosted on India Code. Before you rely on any detail, have your lawyer read the current rule text there.
How do I pay stamp duty online for a flat?
Here are the steps, described as tasks rather than exact button names:
- Finish the deed draft with your lawyer. Duty depends on the instrument and the consideration or guidance-value rules your lawyer applies, not on a WhatsApp "standard rate".
- Open Kaveri Online Services and complete citizen registration if you don't already have a login.
- Choose the Digital e-Stamp / stamp-duty path the portal shows for your document type (sale deed, agreement for sale, POA, affidavit and so on). Menu names have changed before, so follow the live SOP link on the portal.
- Enter party names, property schedule and other fields the form demands. Rule text requires the contents of the instrument to be entered digitally, including by template where notified.
- Review the calculated duty on screen. If the number looks wrong, stop and call your lawyer. Don't "adjust" the property value to make the screen accept it.
- Pay through the gateway. Related IGR guidance for Kaveri services lists net banking, debit/credit card and UPI, and states that manual payment is not acceptable for those online flows.
- Download and save the unique Digital e-Stamp number and any PDF the portal issues. Store it with the deed file you will take to the sub-registrar.
The Department of Stamps and Registration (IGR) remains the parent department: start from igr.karnataka.gov.in if Kaveri redirects or maintenance banners appear. If that site doesn't load, try again later or use the Kaveri URL above.
How is Digital e-Stamp different from old stamp paper?
Physical judicial and non-judicial stamp paper was wound down after large-scale counterfeit scandals. Karnataka then used Stock Holding Corporation of India Ltd (SHCIL) e-stamp certificates for years. Press briefings in late 2025 described Digital e-Stamp (DeS) as a self-service, 24×7 system meant to reduce agent dependence and photocopy fraud, with the older e-stamp channel to be stopped in phases after the Karnataka Stamp (Amendment) Act, 2025 gave the new system legal footing (New Indian Express report, 2 Dec 2025).
For a buyer, the practical rule is simpler: use whatever channel the live Kaveri/IGR flow accepts for your instrument on registration day. Don't buy "stamp paper" from a roadside shop or any website that isn't the government application.
What should East Bengaluru buyers double-check before paying?
- Instrument type. Sale deed duty is not the same problem as a rental agreement or a POA. The wrong type means the wrong payment.
- Property identifiers. Survey number, apartment schedule, and PID or khata references must match the deed your lawyer drafted.
- Who pays. Cost sheets usually push stamp duty and registration onto the buyer. Confirm this in the agreement for sale. Our list of hidden costs beyond the base price covers the other add-ons.
- NRI / POA chain. If a power of attorney is involved, stamp and adjudicate that instrument correctly before registration day (NRI purchase without travel).
- Screenshot vs repository. A phone photo of a stamp certificate is not the repository original. Keep the unique number and portal download.
Why doesn't this page give a stamp-duty percentage?
Stamp duty percentages, concessional slabs, BBMP surcharge and cess change by notification, and older blogs still show rates from before the last revision. So this page doesn't quote a stamp-duty, cess or surcharge percentage for 2026. Ask your lawyer or CA to work it out from the current Stamp Act schedule and IGR calculators, then pay that amount through Digital e-Stamp.
Registration fee is a separate charge under the Registration Act. Do not conflate the two; compute both with your lawyer before you book the slot. For how the agreement and sale deed differ before you stamp, see allotment letter vs agreement vs sale deed.
What if the portal shows an error after I paid?
- Do not pay again immediately.
- Note the transaction ID, UTR and Digital e-Stamp unique number if any was generated.
- Check the payment-history / application status on Kaveri.
- Escalate through the portal grievance path or the sub-registrar counter with proof of debit.
- Only after the repository shows a successful stamp should you book or attend the registration slot.
Buyer checklist for Digital e-Stamp day
- Lawyer-approved deed draft and duty computation in writing
- Kaveri login working, and OTP email or SMS reachable
- Bank limit high enough for the duty amount
- Property schedule text identical to the deed
- Unique stamp number saved offline (PDF + screenshot)
- Registration fee budget kept separate
- Slot booked only after stamp success is confirmed
Frequently asked questions
Is Digital e-Stamp the same as the older SHCIL e-stamp paper?
Not exactly. Digital e-Stamp is Karnataka's newer fully digital system under the Digital Stamp Rules. Older Stock Holding e-stamp channels are being phased out as the State moves to digital registration. Use only the channel the IGR/Kaveri portal accepts for your instrument on the day you pay.
Can I generate a Digital e-Stamp without an agent?
Yes in principle. Official briefings describe self-service generation anytime after user registration. Your lawyer may still draft the deed text; the stamp is the duty payment, not a substitute for legal drafting.
What payment modes does Karnataka accept for Digital e-Stamp?
The Digital e-Stamp application offers the payment modes it lists at checkout. IGR FAQs for related Kaveri services describe net banking, cards and UPI, and say manual payment is not accepted. Check the live gateway for your instrument.
Does paying stamp duty finish property registration?
No. Stamp duty payment is one step. You still complete Kaveri filing, the sub-registrar slot, biometrics and registration fee payment on the official Kaveri and IGR portals (Kaveri 2.0 registration steps).
Where is the original stamp stored?
Under the Digital Stamp Rules, the Digital e-Stamp stored in the official Digital e-Stamp Repository is the original. Keep your unique number and download path; photocopies alone are not enough.
