East Bengaluru buyer answers

Why do home loans get rejected, and how do I check before applying?

Direct answer: A home loan can fail on you, on the property, or on paperwork. RBI's Fair Practices Code says a lender must give you the main reasons for a rejection in writing. Before you apply, pull your free annual credit report, fix any errors, and check that the project's approvals are in place.

Verify with your lawyer: This page summarises public RBI rules as they stood when we checked them. It isn't legal or financial advice. Your lender's sanction terms, and your own lawyer's reading of the property papers, decide your case.

A loan refusal after you've paid a token is expensive. Much of what decides the outcome can be checked weeks earlier. This page sticks to what RBI's own documents say about your rights as an applicant, your credit report and the property checks.

What must a lender tell me if it rejects my home loan?

The reasons, in writing. RBI's Fair Practices Code for lenders, in its Master Circular on Loans and Advances (para 2.5), says: "In case of all categories of loans irrespective of any threshold limits, including credit card applications, the lenders should convey in writing, the main reason/reasons which, in the opinion of the bank after due consideration, have led to rejection of the loan applications within stipulated time" (RBI Master Circular, para 2.5). The rule goes back to a March 2007 RBI circular that removed the earlier ₹2 lakh threshold (RBI circular, 6 Mar 2007).

RBI's Housing Finance Master Circular of 1 April 2025 tells banks to follow that same Fair Practices Code (para 11(c)) (RBI Housing Finance Master Circular).

So if a relationship manager tells you on the phone that "the file didn't go through", ask for the written reason. It tells you what to fix before you try another lender.

What else does the Fair Practices Code require at the application stage?

The same para sets out a few lender duties to know about before you hand over documents:

  • Acknowledgement: banks "should devise a system of giving acknowledgement for receipt of all loan applications". Keep that acknowledgement.
  • Missing documents: lenders "should verify the loan applications within a reasonable period of time. If additional details / documents are required, they should intimate the borrowers immediately."
  • Fees up front: charges and fees for processing must be "invariably disclosed in the loan application forms", and banks "must inform 'all-in-cost' to the customer". RBI calls levying undisclosed charges later "an unfair practice".
  • Proper assessment: lenders "should not use margin and security stipulation as a substitute for due diligence on credit worthiness of the borrower".
  • Your copy: banks "should invariably furnish a copy of the loan agreement along with a copy each of all enclosures quoted in the loan agreement to all the borrowers at the time of sanction / disbursement of loans."

None of this guarantees approval. It gives you a paper trail if the process drags or the answer changes.

How do I check my credit report before applying?

Every credit information company (CIC) has to give you one free full report a year. RBI's Master Direction on Credit Information Reporting (6 January 2025) says CICs "shall provide access in an electronic format, upon request and after due authentication of the requester, to one free full credit report (FFCR) including credit score, once, at any time, during a year (January – December)" (RBI Credit Information Reporting Directions, 2025).

Three details in that rule help a home-loan applicant:

  1. The free report has the same contents "as appearing in the most detailed version of the reports of the individual provided to CIs, including the credit score". You see what the bank sees.
  2. CICs must put the link to the free report "on their website (on the homepage itself)".
  3. Scores are "calibrated from 300 to 900 by all CICs, so that they have a common classification of credit scores."

The rule applies to each CIC that holds your data, so check each one rather than assuming the reports match. RBI doesn't set a minimum score for a home loan in the documents we checked; each lender applies its own credit policy.

What if my credit report has an error?

Raise it before you apply. The same Master Direction cites section 21(3) of the Credit Information Companies (Regulation) Act, 2005: a complainant "may request a CIC or CI to update the credit information by making an appropriate correction", and the CI or CIC "shall take steps to update the credit information within thirty (30) days after being requested to do so."

If it isn't sorted in time, RBI has a compensation rule: complainants "shall be entitled to a compensation of ₹100 per calendar day in case their complaint is not resolved within a period of thirty (30) calendar days from the date of the initial filing of the complaint by the complainant with a CI/ CIC."

Two alerts in the Direction are also useful while you shop for loans:

  • CICs "shall send alerts through SMS/ email to customers when their CIR is accessed" by lenders and other specified users, where your mobile or email is on record.
  • Lenders "shall send alerts through SMS/ email to customers while submitting information to CICs regarding default/ days past due (DPD) in existing credit facilities".

If an alert shows an enquiry you didn't make, or a default you don't recognise, take it up with the CIC and the lender in writing.

Can the property itself stall or block the loan?

Yes. The bank lends against the flat as well as against you. Two paras of RBI's Housing Finance Master Circular matter here.

Approvals (para 6): "banks should ensure that the borrowers should have obtained prior permission from government / local governments / other statutory authorities for the project, wherever required." RBI adds that a proposal "could be sanctioned in normal course" but "the disbursements should be made only after the borrower has obtained requisite clearances from the government authorities." A sanction letter is therefore not the end of the property check. Before you pay a token, look up the project on the Karnataka RERA portal (how to check a project on the Karnataka RERA website) and confirm which civic body applies (BBMP or panchayat).

Builder's own mortgage (para 7): when banks finance a housing project, RBI asks them to require that the builder disclose in brochures "the name(s) of the bank(s) to which the property is mortgaged", and indicate that it "would provide No Objection Certificate (NOC) / permission of the mortgagee bank for sale of flats / property, if required." If the project land is mortgaged to the builder's lender, ask early for that NOC. Ask your lender whether it needs that NOC on file.

For a ready or resale flat, have your lawyer check title and occupancy papers before you apply. Our page on OC and CC explains what those certificates are.

Why is my sanctioned amount less than I expected?

Two reasons come straight from RBI text.

First, the loan is a share of the property value, with limits in para 3 of the Housing Finance Master Circular. Ask your lender for the exact limit that applies to your loan size.

Second, the value used for that limit leaves out some costs. RBI says banks "should not include stamp duty, registration and other documentation charges in the cost of the housing property they finance so that the effectiveness of LTV norms is not diluted", with an exception for dwelling units costing up to ₹10 lakh. So budget stamp duty and registration from your own funds. Our list of costs beyond the base price helps you add them up.

What happens after the sanction is covered in home loan sanction vs disbursement.

A short pre-application checklist

  1. Download your free full credit report from each CIC; dispute any error in writing and note the date.
  2. Keep your income, identity and address documents current; your lender will give its own list.
  3. Ask the lender for its processing fee and all-in cost in writing before you pay anything.
  4. Check the project's RERA registration, approvals and any builder mortgage NOC.
  5. Read the documents a lawyer should see before a token (documents to verify before a token advance).
  6. If you're buying under construction, understand staged disbursement and pre-EMI (home loans for under-construction flats).
  7. If a lender says no, ask for the written reason, fix it, and only then apply elsewhere.

Frequently asked questions

Does a bank have to tell me why my home loan was rejected?

Yes. RBI's Fair Practices Code says lenders should convey in writing the main reason or reasons that led to rejection, for all categories of loans irrespective of amount. Ask for it in writing if you only got a phone call.

How often can I get my credit report free?

Once a year (January to December) from each credit information company that holds your data, under RBI's Credit Information Reporting Directions, 2025. The free report includes your credit score and the same detail lenders see.

How long does a credit report correction take?

Under section 21(3) of the Credit Information Companies (Regulation) Act, 2005, the lender or credit company must take steps to update the information within 30 days of your request. RBI allows ₹100 per calendar day compensation if the complaint isn't resolved within 30 calendar days.

Can a bank sanction my loan but not release the money?

Yes. RBI's Housing Finance Master Circular allows a proposal to be sanctioned in the normal course, but says disbursements should be made only after the requisite government clearances for the project are obtained.

Are stamp duty and registration included in the home loan?

Generally not. RBI tells banks not to include stamp duty, registration and other documentation charges in the property cost used for loan-to-value limits, except for dwelling units costing up to ₹10 lakh. Plan to pay these from your own funds.
